The management of the Chamber of Deputies rejected the USR request on Tuesday that the draft law providing for the obligation of the green certificate to the workplace will be debated in emergency. Also Tuesday was recorded the absolute record of Covid deaths, with 591 dead in the last 24 hours.
Ionuț Mosteanu, the leader of the USR deput group, told G4Media.ro that the proposal was rejected by the leaders' committee."Today we have 591 deaths today by Covid-19, and PSD, PNL, UDMR and Gold have rejected the USR request for emergency debates on the green certificate in the Chamber of Deputies," said Moșteanu.
In addition, the debate of the draft law was significantly delayed after the management of the Chamber of Deputies decided to send it for report to six commissions.Last week the draft law had been rejected by the Senate.
The draft law introduces the obligation of the green certificate at the workplace, both in the state and in private.
What the project provides.Employees who will refuse to present the green certificate at the entrance to the institution in which they work could have the suspended employment contract without paying the salary rights for a period of up to 30 days.If the unvaccinated so far decides to be vaccinated with the first dose, then the state institution they work will settle the tests to detect coronavirus until the green certificate is issued..In the case of private, the settlement is at the employer's decision.
Employees who choose not to be vaccinated will have to do periodically anti-Covid tests, either PCR test every 72 hours or antigen at 48 hours, and quite high costs will have to be borne by employees.
In case the employees refuse to get vaccinated and refuse to test, then the employer may decide to suspend them without the right to pay for 30 days, both private and state..If even after 30 days the employees do not present the green certificate, then they will be fired in the state, and in private the employer can decide whether to extend their suspension or dismiss them.
The President of the National Council for Combating Discrimination (CNCD), Csaba Asztalos, said last week at Digi24.ro that the situation in which an employee from a restaurant or other space providing services is unvaccinated, and the client has a green certificate is "obviously illogical".
"The Romanian state has omitted, sleeping, using what rating you want, because it has not adopted real and useful the legislative tools through which we can mitigate, prevent and even raise the restrictions. We have not made available to people, citizens, institutions and companies.People need to understand that these measures are not against one or another but are for the protection of their lives, in order to lift these measures over time.Otherwise, we will still roll in wave five, in the six wave, and the problem is that we have very big losses of human lives, ”said Csaba Asztalos.
