USR proposes, in the governance program of the Cioloş Cabinet, a series of urgent measures to manage the COVID-19 pandemic.
"We need courage to bring the epidemic back under control. The hesitations, the empty triumphalism, the militarization of the vaccination campaign, the lack of commitment in fighting fake news - all contributed to an explosive cocktail. The government supported by us will have to to put public policy back on a scientific and rational basis and to have the courage to sanction the refusal to vaccinate and to take all measures so that the vaccinated return to a normal state of affairs", the USR document states.
In the short term, the USR aims to reduce the transmission of SARS-CoV-2 infection, decrease the pressure on the hospital medical system, and ensure medical care for patients who develop moderate and severe forms of the disease.
The urgency of requesting external aid through the European Civil Protection Mechanism and beyond is being considered.

USR Government Program. Justice - the abolition of the SIIJ, the reform of the CSM, the prevalence of European law* the limitation of social events and non-essential activities in closed public spaces depending on the evolution of the pandemic wave, conditional on the presentation of the green COVID certificate;
* limiting the number of participants and physical distancing for events in open space (pilgrimages, sports, cultural events, etc.);
* offset of the school year: two weeks vacation, with recovery during the summer; return to physical format in localities with an incidence of less than 6 per thousand inhabitants after the two weeks, with online continuation for the rest of the localities (exception: preschool and primary education, which continues in physical format);
* the resumption of testing for SARS-CoV-2 infection in schools: nasal testing (non-invasive), free, carried out by medical personnel, for children and symptomatic teaching and auxiliary staff or contact;
* access to non-essential closed spaces (restaurants, cinema, etc.) only with a green COVID certificate; access to malls on weekends only with a green COVID certificate;
* measures to lift predictable restrictions, correlated with the incidence rate and the vaccination rate at the level of the administrative-territorial unit.
Prevention measures are proportional in intensity to the risk of transmission of COVID-19 that a certain activity poses. Greater precautions for activities with large numbers of participants and a high risk of transmission, such as bars, clubs, gyms, events such as weddings, baptisms, and lower precautions for activities with a lower risk of transmission, such as conferences, services religious events with a small number of participants, cultural events.
Schools have priority, preschool, primary education and for the final grades remain with a physical presence regardless of the incidence of COVID-19 illnesses, and for the rest of the classes it goes online to the incidence over 6, except for situations where a significant percentage of the population of over 16 years of age of the respective UAT is vaccinated (over 70%) and over 90% of the teaching staff of the respective school are vaccinated, a situation in which the operation with physical presence of all classes is allowed.
In the medium and long term, USR aims to increase the percentage of the vaccinated population, ensuring access to medical services for non-COVID patients.
It is considered "the decoupling of decisions regarding public health from the political factor, the transparency of information regarding: the purchase of vaccines (number of doses purchased, expired, donated, sold); the number of employees in the health and education system vaccinated - at the level of health or school unit, the number of infected/hospitalized/deceased persons among vaccinated and non-vaccinated persons - at the county level.
USR proposes, in the government program, a national pact for vaccination with the invitation of all political parties, the business environment, civil society and religions.
At the same time, the use of the health certificate is provided for the access to work of all employees in the public system and for those in the private system who come into contact with the public, going up to the suspension/interruption of the employment contract in case of refusal - November 30 deadline 2021.
The same term refers to the involvement of civil society in the promotion of anti-Covid vaccination, by creating a fund from which to finance projects in the field in communities with a low immunization rate. Funding will be made transparent and result indicators will be monitored. TEL-VERDE to answer the population's questions related to vaccination, with a number promoted through national broadcasting channels.
Until October 30, 2021, a deadline is set for the allocation of budgetary resources, through the General Secretariat of the Government, for use by CNCAV, in order to finance surveys, focus groups to evaluate the reasons for resistance to vaccination; national vaccination promotion campaigns adapted to the results obtained from sociological research, financing of a task force to combat fake news; trainings with family doctors and specialist doctors.
The USR program also provides for sanctions for doctors who spread anti-vaccination messages in the public space.
The elimination of the allowance for quarantine leave for unvaccinated people is also being considered.
USR also proposes:
* increasing access to testing, with the shortening of time, through ambulance services: testing at family doctors, in outpatient clinics and laboratories that are under contract with CNAS, testing in schools and pharmacies. The testing will be accessible free of charge for people who have a medical indication and against the cost for the issuance of the health certificate, with a cap on the price for the antigen tests;
* increasing the share of care for COVID-19 patients in primary and ambulatory healthcare, reducing the pressure on the hospital system;
* ensuring the appropriate funding of hospitals to maintain and improve the operational capacity of wards that treat COVID-19 patients; ensuring adequate funding for the acquisition of effective treatments against COVID-19;
* psychological support for medical staff involved in the care of COVID-19 patients, available free of charge.
USR proposes the abolition of school inspectorates
USR also proposes in the governance program of the Cioloş Cabinet the abolition of school inspectorates and the moving of the decision-making center from the political level - the ministry and the mayor's office - to the level of the administrative council for schools public.
With regard to the reform of the governance of the pre-university education system and the professionalization of school management, USR also aims at: the recruitment of principals and deputy principals by the Administrative Councils of educational institutions, the organization of training programs for school managers and members of the Administrative Council, the opening the occupation of school manager to other categories of management professionals.
Cabinetul Cioloş also proposes a series of normative acts in the field of Education, including one that defines the minimum standards for IT equipment to ensure quality in the online education process. Another project establishes the profile of the future digitally competent teaching staff, in accordance with the European framework in the field.
