With the entry into the red scenario, Cluj residents will depend on the green certificate when they go to restaurants.
The QR code required to enter a restaurant, cafe or at the cinema, it can be obtained on the certified website covid.gov.ro, if the vaccination certificate, proof of passing through the disease or a negative test for COVID-19 are entered.
The green certificates will be checked upon entering the premises. Restaurant employees have downloaded their applications that will show if a document is fake or not, but they expect to decrease the number of people who cross their threshold. But the big problem is for HoReCa patrons who do not know exactly whether the staff (waiters, bartenders, cooks) must be vaccinated or tested periodically, as Raed Arafat stated. In addition, HoReCa is one of the sectors affected by the COVID-19 pandemic, and this can be observed in all large cities
Raed Arafat, the head of the DSU, said during a press conference on September 20 that restaurant staff would be optimal to be vaccinated or tested periodically.
“Your staff must be vaccinated, ideally. No – then at least it should be tested periodically. If you want your entity to continue operating, if your interest is really to make money from your entity and not close it down. If you have five waiters and you don't test one, and he's unvaccinated, and there are two more unvaccinated and they transmit the disease, you don't have any, that's it, you're closed. This part is the obligation of those who run such activities.
You have no way of identifying them, but you, as a customer, can do one thing: if you see them letting people in without checking, let them know. And this is not a stream, it is absolutely not how I will hear many people saying: 'Arafat teaches people to report when they see irregularities'. It's normal," said the head of the DSU.
The HoReCa sector, the most affected by entering the RED SCENARIO
monitorulcj.ro reporters asked staff in the HoReCa field about their preparation for the red scenario, which comes into force on Friday.
"At the moment I am not vaccinated, but if this is required of me, in order to keep my job and not to endanger the people around me, especially my colleagues, then I will do it ", a barista from a Meron cafe told monitorculcj.ro.
“I understand they need to be tested, but who pays for the tests? That's unknown... We downloaded the app and we're going to start asking everyone for their certificates, but we don't know what to do if they don't want them. You can't fight with the customers, call the police or any other solution we currently don't have for these people.
Normally we should get a phone number to call and resolve issues with recalcitrant customers. If by Friday it is not clarified exactly what we are doing and how we will most likely close. And related to periodic vaccination or testing of staff, if for example there are people who do not want to be vaccinated what do they do? I can't terminate that person's employment contract just because they don't want to get vaccinated. We should be informed exactly with all the steps we have to follow", said Florin Uta, owner of the restaurant Gente & Senior.
"I didn't download the app because I have an iPhone and as far as I understand the app is only compatible with Android. I talked with the owner, we are preparing for the entry into the red scenario, but unfortunately we are few, we only have three people working here (of which only one is not vaccinated), but the people who frequent our cafe the vast majority are loyal customers and are vaccinated" , said an employee from Urania.
Thus, in the municipality of Cluj-Napoca (3.73), where the cumulative incidence of cases in the last 14 is greater than 3/1000 inhabitants and less than or equal to 6/1000 inhabitants, there are available, starting from on 24.09.2021, for a period of 14 days, the following measures: (1) Attestation of vaccination, testing or cure from infection with the SARS-CoV-2 virus is carried out by means of digital certificates of the European Union regarding COVID-19, in accordance with the provisions of the Government Emergency Ordinance no. 68/2021 on the adoption of measures for the implementation of the European framework for the issuance, verification and acceptance of the digital certificate of the European Union regarding COVID to facilitate free movement during the COVID-19 pandemic, with subsequent amendments and additions.
